I always see people playing about 10 servers or more nearly full, and the odd few servers with 2/32... 4/32 alot of them are 0/32

I only see one server that is 16 player. And some 24 players.

Try setting up a filter so that 0/32 servers arnt displayed, otherwise try installing gamespy comrade and viewing the servers through that.
